Existing Construction

  • Free Energy Audits are available from PUD 3. These audits will help determine the home’s insulation levels in order to be eligible for the insulation rebate program. An Energy Services Technician can make energy saving recommendations and answer questions about your electric heating system.
  • Heat Pump Upgrade - Upgrade to a high efficiency air source heat pump in an existing site-built home – up to a $915 rebate check. Must have at least a Heating Season Performance Factor (HSPF) of 8.5, a Season Energy Efficiency Ratio (SEER) of 14, and be pre-approved to qualify. Performance Tested Comfort Systems (PTCS) commissioning required. PTCS duct sealing is required when ductwork is located in an unheated space. Work must be performed by a PTCS certified technician.
  • Update To A Ductless Mini Split Heat Pump System - $1,500 rebate check. Must be pre-approved. Call PUD 3 for details. Only pre-existing baseboard or electric wall heat qualifies. Visit www.goingductless.com for information on these systems.
  • Duct Sealing - Performance Tested Comfort Systems (PTCS) duct sealing – up to a $500 rebate check for an electrically-heated, existing site-built home and up to a $400 rebate check for an electrically-heated manufactured home. Work must be performed by a PTCS certified technician.
  • Update To A Ground Source Heat Pump - $2,400 rebate check. Site built construction only. Must be preapproved.

New Construction

  • ENERGY STAR® New Site-Built Construction – $600 to $1,000 rebate check. Must have in-progress site inspections from a PUD 3 Energy Services Technician.
  • ENERGY STAR® Manufactured Home – $750 rebate check. For electrically heated homes only.

 

 

Grays Harbor PUD

The Heat Pump Program provides rebates or loans to PUD customers installing energy efficient heat pumps.  The following guidelines apply to all heat pump projects.

  • The primary source of heat in your home must be permanently installed electric heat to qualify.
  •  All homes must be inspected prior to starting the project to ensure compliance with program guidelines, with the exception of new construction.
  • All heat pump systems installed under the program must pass a duct leakage test in accordance with PUD standards, regardless of whether ductwork is new or existing.
  • Building permits are required on all heat pump projects.  Failure to obtain the proper permits may result in disqualification of your project from the PUD program, in addition to penalties imposed by the local building authority.
  • Where practical, homes must be insulated to current standards to qualify for assistance with heat pump installations.
  • A carbon monoxide detector must be installed in the home when a combustion appliance is present. (e.g. Woodstove, gas insert, fireplace, pellet stove, etc.)
  • Only one heat pump installation per residence will qualify for assistance under the program.
  • Existing heat pumps must be more than 10 years old or have major component failure to qualify for replacement.
  • Heat pump must be installed by a contractor on the District’s Approved Contractor List according to the installation standards outlined in the District’s Residential Heat Pump System Installation Standards.


In addition, all equipment must meet the following minimum efficiency specifications, based on an ARI rating of matched components:
Air Source Heat Pumps
Minimum Efficiency Requirement:  8.5 HSPF / 14 SEER
Exception to this requirement:  8.6 HSPF / 13.5 SEER or 8.7 HSPF / 13 SEER
Ground Source Heat Pumps
Minimum Efficiency Requirement:  COP = 3.2 or higher
